Carver County request for proposals (RFP) – Qualification Based Selection (QBS)

Highway 30 from TH 25 in city of Mayer to CSAH 10 near city of Waconia.

All proposals must be submitted by email to: jvanoort@carvercountymn.gov

The deadline to submit proposals is Thursday November 13, 2025, at 1 pm. 

A “Qualifications Based Selection” (QBS) method will be used to review proposals submitted in response to this Request for Proposals (RFP).  Responses to this RFP will be public information under the Minnesota Data Practices Act, Minnesota Statutes Chapter 13.  This RFP does not obligate Carver County to award a Contract or complete the project and Carver County reserves the right to cancel the solicitation if it is considered to be in its best interest.

Information for Carver County Bidders

Carver County Public Works posts transportation project bids on this webpage and on the Connex website. Competitive sealed bids for most transportation projects are facilitated through OneOffice. To submit a bid, follow these steps:

  • Create or log in to a Connex account.
    • This account is required to download transportation project plans, proposals, and to bid electronically via OneOffice.
    • After creating a Connex account, request access to Carver County OneOffice.
  • Search for projects on OneOffice.
    • Download project plans and documents.
    • After downloading, you will be added to the Plan Holder list and receive notifications of any addendums.
    • Downloading documents is free.
  • Submit electronic bids (if required).
