The Child and Family Department includes child welfare and licensing services for children and families in Carver County. This includes preventative and mandatory services to support the safety and well-being of children and families in our community. Additional information on child welfare services is outlined in Minnesota Statute 256E.03.

Licensing Services

The department uses Signs of Safety, a strengths-based, safety-focused child protection intervention strategy in its work with families. The primary goal of the program is the safety of children. Since the department implemented Signs of Safety in 2004, the County has seen a significant decrease in the number of out-of-home placements. The Child and Family staff has been involved in promoting the approach on a national and international level.
