Basic Education for Safe Travel (B.E.S.T.) Program
Minnesota law requires all licensed day care and foster care providers to complete a child passenger safety training program to transport children under age nine. Beginning in 2025, the Basic Education for Safe Travel (B.E.S.T.) program will replace the existing C.A.R.S. program as the State's required training.
The B.E.S.T. program follows a hybrid format with two steps: an online course (Step 1) that covers essential car seat safety, and an in-person, hands-on skills evaluation (Step 2) to practice proper car seat installation and child harnessing techniques. Providers must complete the program every five years to ensure they meet state requirements. Carver County Public Health offers the B.E.S.T. program to Carver County providers. Responsible Beverage Server Training (RBST)
The Responsible Beverage Server Training (RBST) educates participants about how to prevent over-serving alcohol in order to keep individuals in Carver County safe from alcohol-related injuries and deaths, and how to keep businesses and servers that provide alcohol protected from criminal penalties.

- Laws and ordinances regarding the sale of alcohol.
- Verification of age and legal forms of identification.
- Service practices that reduce the likelihood of over consumption.
- How to identify and respond to early signs of excessive consumption, intoxicated patrons, and intervening to prevent intoxicated patrons from driving.
- Liability of the person serving alcohol.
- The licensee's policies and guidelines, and the employee's role in observing these policies.
