*Do your research. 

• Verify information about your property first in order to review sales of similar homes.
• Check real estate ads to get an idea of the asking price of local properties.
• Collect recent appraisals or recent sales of like property.

It is the owner's responsibility to show clear and convincing evidence that this value is incorrect.

Step Two: Open Book or Local Board of Appeal & Equalization

If you reside in San Francisco Township or Dahlgren Township your first official opportunity to appeal your property valuation or class is at the Local Board of Review. It is suggested that you call the Assessor's office at (952) 361-1960, or email assessment@carvercountymn.gov to communicate your concerns and ask any questions you may have before attending as your concern can be resolved before.  The Local Board of Review or Open Book Meeting information is provided on the valuation notice you received in the mail.

NOTE: If you reside in San Francisco Township or Dahlgren Township and do not first appeal to the Local Board of Review, your appeal cannot be heard by the County Board of Equalization.

If your appeal is unsuccessful, proceed to step three.

Step Three: County Board of Equalization

Appeals to the County Board of Equalization can be made in person, through a designated representative or by sending a letter.  Please note you must have appealed at the Local Board of Appeal and Equalization before proceeding to the County Board of Appeal and Equalization.

Appointments for the County Board of Appeal and Equalization Required by June 1, 2024

If you are dissatisfied with the results of your appeal to the County Board of Equalization, you may continue your appeal to step four, Minnesota Tax Court.

Step Four: Tax Court

There are two divisions of the Minnesota Tax Court: The Small Claims and Regular Division.

Small Claims Division:

You may file your case directly to Small Claims Division of Tax Court if:

• The assessor's estimated market value of your property is less than $300,000; or 
• The entire parcel is classified as residential homestead (1a or 1b) and the parcel contains no more than one dwelling unit; or
• The entire parcel is classified as an agricultural homestead (2a or 1b); or
• You are appealing the denial of a current year application for homestead classification of your property.

Regular Division:

• Regardless of your property type or the nature of your claim, you always have the option to file directly with the Regular Division of Tax Court.
