  • What is a special assessment?

    A special assessment is a charge added to a property tax statement by a taxing authority like the city, township, county or CDA. It is usually due to an improvement which directly benefits the property. Common assessments include streets, sidewalk, and sewers. The amount is not based on the value of the property, but is based on how much the property benefits from the improvement and the cost of doing the project.
  • How do I find out the remaining balance of a current special assessment and how do I find out if there are any pending special assessments that may be levied?

    Special Assessment amounts are certified to the Property Tax Department annually by the Taxing Authorities. The Property Tax Department can give you the last certified amount. Contact us at (952) 361-1910. However, you should contact the Taxing Authority directly to receive actual payoff amounts. They can tell you if any payments have been received and if there is a balance due. If you wish to pay off the balance of a special assessment, you will need to pay the Taxing Authority directly. The Property Tax Department only accepts payment for the special assessments shown on the annual tax statements. The Taxing Authority can also inform you of any pending special assessments.  
  • Why are special assessments not shown on the Proposed Tax Notice?

    The special assessment information from the taxing authorities is not available at the time notices are prepared.
  • Who sets the interest rate on the special assessments?

    The amount, interest, and terms of a special assessment are determined by the taxing authority that is levying the assessment.
  • What is the HAZ & Solid Waste fee on my statement?

    This is a recycle management fee to fund local environmental programs.  This fee is charged only to properties with buildings, and is shown in the "Special Assessment" line of the tax statement.

    The fee is recommended by the Carver County Public Services Division and reviewed yearly by the Carver County Board of Commissioners to determine funding needs. The fee was increased to $35 from $33 per household for payable 2025 taxes. Commercial and industrial properties vary by size and classification.

    This fee supports activities such as the County Environmental Center, illegal dump clean-up, rural recycling programs, and many other related programs. For more information, call Carver County Environmental Services at (952) 361-1800.
