Use this guide to help prepare your Special Use Permit application and gather the documentation required for review.
Submitting complete information early in the planning process can help avoid delays and ensure your event receives timely consideration.

Event Planning Checklist
Before submitting a Special Use Permit application, review the following requirements:
- General liability insurance documentation
- Liquor liability insurance, if alcohol will be served
- Special Use Permit application
- Applicable permit fees
- Coordination with other agencies, if required
General Liability Insurance
All special events must provide proof of general liability insurance that meets Carver County requirements.
Review the applicable insurance requirements document below for required coverage amounts, policy language and certificate holder information.
Food Vendors
Food vendors participating in an event must meet the requirements outlined in the Food Vendor Insurance Requirements document.

Other Vendors
Vendors providing goods, services, activities or event support must meet the requirements outlined in the Vendor Insurance Requirements document.

Alcohol Service Requirements
Events that include alcohol service, including beer, wine or liquor, must provide proof of liquor liability insurance.
Review the Alcohol Liability Insurance Requirements document for coverage requirements and policy standards.
Special Use Permit Application
A completed Special Use Permit application is required for most organized events within the Carver County park system.
With the exception of fishing tournaments and regional trail-only events, special events typically require the reservation of a park shelter or facility.
Only one Special Use Permit will be issued per facility per day.

Permit Fees
Permit fees vary based on the type and scale of the event.
Tier 1 Events
Tier 1 permits, which generally apply to smaller-scale events, require a $120 permit fee.
Tier 2 Events
Tier 2 permits, which generally apply to larger or more complex events, require a $230 permit fee.

Coordination With Other Agencies
Depending on the location and scope of the event, additional approvals or permits may be required from other agencies.
