Carver County and the City of Victoria are partnering to improve safety and traffic flow at the intersection of Highway 11 and Highway 14. With funding from the federal Highway Safety Improvement Program, the project will replace the existing intersection with a roundabout. Benefits of the project include:

  • Better visibility for drivers and pedestrians with improved lighting and clear sightlines.
  • Enhanced road signs and pavement markings for easier navigation.
  • Clearly marked crosswalks with proper signage for pedestrian safety.
  • Fewer conflict points, reducing the risk of severe crashes.

Roundabout Open to Traffic

The roundabout opened to traffic on Aug. 29, 2025.

Before opening, crews seeded the project area, patched and paved the north leg of the roundabout, installed permanent striping on the south, east, and west legs, and installed roadway signage.

Work Continuing After Roundabout Opening

Work continues on trails and sanitary sewers in the project area. Drivers and pedestrians should use caution, as crews and equipment may still be present.

Open House Resources

The project team hosted an open house on Feb. 27 to share information about traffic impacts and the construction schedule with the public. Attendees had the opportunity to ask questions, provide feedback, and learn more about what to expect during construction.
