Carver County is leading a major improvement project along Highway 40 between Highway 52 and the south side of bridge number 10545 over Bevens Creek (South of Highway 50) in the Silver/Bevens Creek area.
With funding support from the Federal Highway Safety Improvement Program (HSIP), the project focuses on enhancing safety, extending pavement life, and upgrading infrastructure. Key project benefits include:
- Safer travel for all users with widened shoulders and updated pavement cross slopes.
- Improved visibility with enhanced signage, reflective markings, and adjusted curves.
- Reconstruction of the roadway surface and replacement of deteriorating culverts.
- Strategic removal of roadside obstacles to create a safer clear zone.
- Addition of a right turn lane for southbound Highway 40 onto westbound Highway 52.
The project will also involve right-of-way acquisition. Impacted property owners will be contacted directly by Carver County staff as the design progresses. Construction is anticipated to begin following the completion of the acquisition process in 2027.

County staff hosted an open house on Jan. 15, 2026, to share planned safety and traffic improvements in the project area. Attendees had the opportunity to meet the project design team, learn about the design process and schedule, and review the most recent design updates.

June 17, 2025
County staff hosted an open house on June 17, 2025, to share early plans for the project. Community members were invited to review project materials, ask questions, and provide feedback. Input gathered during the open house helped guide project planning and design in preparation for construction in 2027.
