The Highway 5 Improvements Project team has completed both federal and state environmental review processes. A federal Environmental Assessment (EA) was prepared to comply with the National Environmental Policy Act. A Minnesota Environmental Assessment Worksheet (EAW) was prepared to satisfy the Minnesota Environmental Policy Act requirements.

The documents were published for public and agency review on May 20, 2025. The public comment period closed on June 18, 2025. A combined hearing and open house took place on June 12, 2025.

Following review, the Federal Highway Administration issued a Finding of No Significant Impact (FONSI) and the Minnesota Department of Transportation (MnDOT) issued a Findings of Facts and Conclusions (FOF&C) with a negative declaration, meaning there is no need for an Environmental Impact Statement (EIS).
