Carver County is leading two major improvement projects, one along Highway 11 and the other along Highway 10.
Feb. 12 Open House at Westbrook Community Church
Residents and businesses are invited to attend a public open house to learn more about upcoming safety and traffic improvements planned for Highways 10 and 11 in the Victoria commercial area.

This is a come-and-go open house with no formal presentation. Stop by anytime during the event. Attendees can:

- Learn about the project development process.
- Review the proposed schedule and construction timing.
- Share your input and ask questions.
- Learn how the projects will be coordinated with partner communities.

Highway 10 Project
The Highway 10 project extends from west of Highway 43 to West Creek Lane. The work focuses on improving safety, enhancing intersections, expanding the trail network, and upgrading infrastructure.
Project Benefits
- Improved safety for all users through a realignment west of the railroad crossing.
- Safety enhancements at the Highway 43 West, Highway 43 East, and Highway 11 intersections.
- Better pedestrian and bicyclist mobility with an expanded trail network, including a trail extension along Highway 10.
- Reduced traffic congestion.
- Roadway reconstruction and stormwater system replacement.
- Strategic removal of roadside obstacles to improve the clear zone.
Highway 11 Project
The Highway 11 project runs from south of Guernsey Avenue to north of the railroad crossing. Supported by Metropolitan Council Regional Solicitation – Spot Mobility and Safety funding, the project aims to improve safety, upgrade the Highway 10 & 11 intersection, extend the trail network, and modernize infrastructure.

- Better pedestrian and bicyclist mobility with new trail connections linking the City of Carver to the Huntersbrook development.
- Reduced traffic congestion.
- Roadway reconstruction and stormwater system replacement.
- Strategic removal of roadside obstacles to improve the clear zone.
Both projects will require right-of-way acquisition. Impacted property owners will be contacted directly by Carver County staff as design work advances. Construction is anticipated to begin in 2028 for Highway 11 and in 2029 for Highway 10.
A corridor study will also be conducted on Highway 43 to evaluate a potential realignment from Hampshire Road to the west leg of Highway 43.
Highway 10 Corridor Study
The Highway 10 Corridor Study, conducted from 2018 to 2021, identified long-term improvements to support safety, mobility, and regional transportation needs between Highway 43 in Laketown Township and Highway 61 in Chaska.
Study recommendations include infrastructure upgrades, trail expansions, and a phased implementation plan.
