The ADA Pedestrian Facilities Transition Plan outlines how the County evaluates, prioritizes, and implements improvements to meet the requirements of the Americans with Disabilities Act.

Enacted in 1990, the Americans with Disabilities Act of 1990 is a federal civil rights law that prohibits discrimination based on disability. Under Title II of the ADA, public entities must ensure that individuals with disabilities are not excluded from participation in or denied the benefits of public services, programs, or activities. As a provider of public infrastructure and transportation facilities, Carver County Public Works is responsible for compliance within County highway rights of way.

Plan Overview

The ADA Pedestrian Facilities Transition Plan includes:

• Self-Evaluation Results: An inventory and assessment of pedestrian facilities within County highway rights of way to identify barriers and required improvements.
• Policies and Practices: Design standards, procedures, and maintenance practices that guide accessible infrastructure improvements.
• Improvement Schedule: A phased and prioritized plan for addressing accessibility needs and advancing ADA compliance.
• Public Outreach: Efforts to gather community input and incorporate feedback into plan development and implementation.
• Grievance Procedure & ADA Coordinator: Information on how to submit an ADA grievance and contact the County’s designated ADA Coordinator.
• Monitoring & Implementation: Ongoing processes to track progress, update the plan, and ensure continued compliance.
