Carver County and the City of Carver are partnering to study the future of the Highway 11 and Highway 40 corridor, an area expected to experience significant growth in the near future.

The study area includes:

• Highway 40 from Bevens Creek to Highway 11.
• Highway 11 from Highway 40 to 4th Street in Carver.

Planned residential and commercial development within the corridor is expected to increase traffic volumes and multimodal demand. The existing roadway network will require evaluation to determine necessary improvements to maintain safety, traffic operations, and connectivity for motorists, pedestrians, and bicyclists. This study will identify recommended improvements and establish an implementation timeline.

Focus Areas

The study will evaluate:

• Existing traffic volumes, operations, and safety conditions.
• Projected future traffic demand.
• Environmental considerations.
• Corridor connectivity within the regional transportation system

The project will incorporate data and findings from prior planning efforts, including the Summerfield alternative urban areawide review and the Jonathan Carver Parkway Corridor Study, to ensure coordination with planned development. Multiple roadway and intersection design concepts, along with pedestrian and bicycle accommodations, will be developed and compared.

Public and agency input will be incorporated throughout the process. The final report will include a recommended corridor concept, preliminary layouts, planning-level cost estimates, and a phased implementation strategy to guide future improvements.
