Arboretum Area Transportation Plan Logo

The Arboretum Area Transportation Plan resulted from a study to address transportation needs and priorities in Chaska, Chanhassen, and Victoria. The study began in March 2019 and wrapped up in early 2021 with approvals from the cities and the County.

The plan includes:

  • Community-guided visions for Highway 5, Highway 41, Rolling Acres Road, Bavaria Road, and West 82nd Street.
  • Concept-level projects that outline improvements to achieve the visions.
  • An implementation approach that offers a logical and sequential path to implementing improvements over time. The approach maximizes outside funding to minimize cost burdens on local agencies.

Study Purpose

Transportation problems creating a need for the AATP study included:

  • Considerable delays due to vehicle congestion during peak travel times.
  • Above average crash rates at intersections and on major roads.
  • Significant growth in population and traffic projected over the next 20 years.
  • Gaps and safety concerns related to the existing pedestrian and bicycle network.

Study Goals

  • Create more reliable trips and make it easier to travel to and through the area.
  • Make travel safer for motorists, passengers, pedestrians, and bicyclists.
  • Provide a comprehensive network for walking and bicycling.
  • Provide transportation improvements that respect the environment.
  • Develop a financially responsible implementation plan.

Highway 5 Improvements

Highway 5 improvements include expanding the highway from two to four lanes west from Highway 41 to Downtown Victoria. The project also includes several intersection improvements, evaluating crossing options for the Lake Minnewashta area, and reconstructing a portion of Rolling Acres Road from south of Highway 5 to Interlaken. 82nd Street Project

The Highway 18/82nd Street Project will complete a missing connection between Highway 13 (Bavaria Road) and Highway 41, as well as improve the local highway, pedestrian, and bicycle networks for projected area growth. The project will convert the gravel road to a two-lane, paved urban road from Highway 13 to Highway 41. Learn more

Crimson Bay Road Improvements

This project will permanently close access to Crimson Bay Road from Highway 5 and extend Crimson Bay Road to the north to connect with Dogwood Road and West 78th Street. Learn more

Victoria Downtown West Project

This project will evaluate improvements to the intersection of Highway 5 and Highway 11 (west) and the surrounding area. It will improve safety, traffic flow, and downtown access to support the needs of the area as it continues to grow. Learn more
